Out of the Shadows Index

Hold governments accountable with a new global benchmark that shows exactly what they are – or aren’t – doing to end sexual violence against children and adolescents.

Launched at the World Health Assembly and researched and developed by Economist Impact, the 2026 Out of the Shadows Index assesses how 60 countries across 6 regions are preventing and responding to sexual violence against children and adolescents.

The findings are stark. The message is clear: we are failing them.

Although more investment is needed across the board, most governments are more focused on responding to harm than on preventing it in the first place.

It assesses nations on publicly available laws, policies, programs, and services governments need to end childhood sexual violence across four areas: Governance and Accountability (coordinated national action); Prevention (child protection); Healing (high-quality care); and Justice (strong legal systems).
